DF Gameplay Questions / Rent and assigning rooms

I just got the bookeeper for the first time. Now I'm unable to assigned rooms for the majority of my dwarves. Like the assign list comes up but there's only like 10 options most of them being nobles. Are my dwarves too poor to use my rooms or something?
