No, they aren't barred from your plot. Partially because if I barred you from yours, I'd look like a bit of a hypocrite

Also, I don't particularly mind who goes on the HERO plot, long as TCM and Twin aren't starved.

Sachi may join Anna and Chartre.

Catrina Romanov, the metal [4/8][5/8]

Emilia and Freydis both drop into the trailer safely. Freydis sets to work immediately, smashing into the generator mount with her foot. While it stings like hell [-1 Stamina], she does dent it slightly. Maybe with a bit more kicking or help from Emilia.....

Kyle swerves his car in front of the truck and Romanov's car. The latter smashes into the side of his car; thankfully, Tori got off of it a long while ago, or she would've been crushed. Kyle takes a bit of a knock [-1 Health, -1 Stamina], but he otherwise survives.

Tori and Ilya go down as Romanov releases a spray of bullets. The gunslinger whips out her gun and aims carefully at Romanov's head, firing! While she doesn't hit her fatally, she does nick her cheek, causing quite a bit of bleeding [-1 Stamina] and causes her to drop her gun for a moment as she flinches from the hit.

Sachi leaves Chryssa alone, then.
