Probably, she can only Emulate stats to -2 of what the original had (i.e. if Mio has 14 in STR, Inomi only has 12) and deals x0.8 damage with the attack (as to not, for instance, have two Chryssas dealing 800 damage with Retaliation).

As for Pandemonium, yeah. I mean, you have one perk too many (only 4 by level 6), and you need to reduce it to 2 extra perks and 4 extra skills. For the fatigue, I'd say about three or four turns is good.

I will say this again. IT. IS. SINGLE. TARGET! It will be entirely useless against mook swarms, and is designed by it's very nature for making hard or lethally dangerous targets a bit easier to deal with, which tend to be boss/miniboss class anyway.
  This is worse than denying D&G their Demi on bosses, cause this one does not even do any damage and BUFFS the enemy if they survive long enough for it to wear out!
