I would agree, but a buff would probably make it overpowered.

So, how about this:

Double Finisher: Can only be used if Mystral and Nolon are fighting together, they both use this ability, and the enemy is at 20% HP or lower. Deals three times damage, based on the combined damage roll of Mystral and Nolon. If there is more than one enemy the enemy targeted is defeated, then one other enemy is hit for half of the dealt damage.

While normally it would seem kind of overpowered, the fact that it can only be used when the enemy is already nearly dead kind of balances it out. If you don't like this, any other ideas?
