Extant such perks:
Mio's Hero of the Shinju: Grants her the action Mankai, which can't be upgraded by leveling up and needs a wait time and has a total of eight turns cooldown.
Garnt's Warrior of Sunlight: Grants Garnt a reservoir of spells that have limited use per fight.
Gozer/Dackly's Our Power is Twofold: A second basic attack/defend action, which isn't as strong as an outright second action per level.

Specify it in terms that are not D&D-based. There are no classes, no such things as clerics and you have to assume that people have no bloody idea what you're on about.
