She could turn into them. It's just she wouldn't be any stronger than she normally is anyway. Even with her gaming skills, she isn't a good fighter and isn't intended to be a fighter at all.

She can shapeshift into various video game characters (she took the form of one and already shifted into Nepgear). It's not outlandish she could shapeshift into, say, thr Chosen Undead or something.
