Yep. The only one that doesn't follow that rule is the Reality Marble, which has a different mechanic altogether.

Same way as spells. However, all damaging effects have a different cost depending on if they're passive (meaning you don't have to pay Prana to activate them) or activated (meaning you need prana to activate them).

It depends on the Noble Phantasm. Reality Marbles are the most expensive, and Sealing Phantasms that prevent other Noble Phantasms from working without paying Prana cost nothing. It's also down in the documents.

also, How do summon Noble Phantasms work?

Spells are to be set up as thus:
Spell Name: Obvious.
Prana Cost: This increases per rank, 2 is the base. Refer to the stat tables.
Spell Type: What is it, a damage or support spell?
 -Spell Damage (if damaging): The base damage of the spell. This also depends on rank.
Spell Rank: This determines Prana cost, damage and points you can buy effects with.
Target Number: 1 is the base. Every extra target adds +2 to the Prana cost.
Effects: You get a certain amount of points to buy the spell's effects with, also depending on rank.

Summon Noble Phantasms work by this:
Noble Phantasm Name:
Prana Cost: How much it costs to summon them. It would cost, in this case, 5 Prana with 2 extra Prana for each rank and effect.
Phantasm Type: Summon
Phantasm Rank: Their rank determines both the power of this Noble Phantasm as well as the amount of points available to buy the effects with.
Target Number: (ignore this)
Description:
Stats (if Summon or Craft):
Summon: 30 HP (+5 per rank)

Strength: E
Endurance: E
Agility: E
(All Parameters gain +1 Rank per Phantasm Rank)
Effects: Again, you have a pool of effects and a number of points you can use to buy these depending on rank.
