The same reason why the Principal or vessels like Yukari haven't. It'd probably cause too much collateral damage, too much effort, and probably step on the toes of more than one other entity.

Far less effort to let the man control himself as he's MADE for it.

Something to do with the lore basically making it so they're immune to outside influences except Kerege.

So basically if it's Kerege, it works on Kumo, Kiri and Yukari. And that one teacher.

If it's not, those four are safe.

Just wait for Twin to resolve it. As I said, we haven't reached a resolution yet, and probably won't for a while.
