Well, a mixture of whatever races you can think of and more seem to populate the place; Avali, goblins, tieflings, orks, etc, etc.

And they don't seem to be attacking others, either.

Weird place. Go definey and shit. All I said was there was a city of everything adventurey stuff.

Kyle gets stronger perks because Personae can't really do much short of attack the enemy with whatever it has as a weapon outside those. Those aren't perks, either, as much as active and passive skills.
