What is known of Philomena Watson's history is very spotty. The only thing that is definitively known about her is that one of her names is definitely Watson - Philomena might not be a real name, and in any case she has preferred either "Watson" or "Miss Watson" if one must be formal. Philomena Watson is what is popularly known as a "fixer". At any point, even in the dead of night, should one need something, one might procure the service of a Miss Watson. Should one adhere to the rules and pay the fees for Miss Watson's services, she would deliver you what you need, as soon as possible, no questions asked.

There are three rules to Miss Watson's services. Firstly, don't ask questions about where or how she got what you requested. Secondly, delivery upon payment. Thirdly, no illegal objects, nor asking her to commit crimes or involving her in the commission thereof. Break the rules, and Miss Watson walks away. Requests are of course subject to negotiation; she has been known to conduct tasks for those using her services as well as delivering their goods, but those three rules are ironclad.

Her known history has a Philomena Watson working for a small-time merchant working a few blocks south of the Gran Via by the name of Santelmo about five years ago; before, nothing reflecting a Philomena Watson in any city record in Uhambra can be found. Seņor Santelmo was a popular older merchant, known for being among the few reputable merchants not operating directly on the Gran Via, but with Watson's help, he gradually gained a reputation for efficient deliveries and an ability to procure rare goods for his clients. After about a year, with Seņor Santelmo's career made, Watson parted ways amicably with her former employer, and rumours say she pocketed a significant parting fee.

Her next known engagement was working for a Doņa de la Vega, a noblewoman of some repute, living one block away from the north side of the Gran Via. The de la Vegas were respected, though they had suspected ties to the Galdino family. Not much is known of Miss Watson's service to the de la Vega family, only that the family was seemingly satisfied with her services for her six month tenure, whereupon Watson suddenly and abruptly left the employ of the de la Vegas. While nothing is known of what exactly happened there, it is known that, shortly thereafter, the Dragoon Squad received an unmarked package from an unknown sender, and shortly after that, Doņa de la Vega was seen being paraded out of her home in chains with her riches confiscated. Watson was, after some questioning, found innocent of any criminal involvement.

From there, Miss Watson seemed to have a freelancing period, with various employers in the city looking for her services. So long as one had the money for her fee, her services were yours. Rumours that she often helped children near where she was believed to live with special requests, asking only for a nominal fee of one gold coin are of course unsubstantiated. Here, she made a name for herself; follow her three rules and pay the fee, and Miss Watson would get you what you wanted, no questions asked, either on her side or yours. No surprise, then, that the powerful sought her services. Still, she rejected all known offers of employment until two years ago.

Her next known employment is two years prior, to the service of an enigmatic gentleman by the name of Hale who had taken up residence in a poor area towards the southern terminus of the Gran Via. Not much is known about her employment during this period, save that the offer he made her was significantly smaller, but after a meeting with him, she acquiesced. He was known to be kindly, old, and seemingly fearless about the rampant gangs in the slums. When he died of natural causes roughly a year later, Watson was reputed to have attended his funeral, clearly saddened by her employer's loss, before vanishing into the night. Since then, only a scant few have successfully managed to contact her to avail of her services, all conducted with the same professional efficiency.

Two weeks ago, however, something odd occurred. A letter found itself delivered to the headquarters of the Guard Force, and shortly thereafter, Philomena Watson had shown up, asking to be made part of the Guard Force.

In terms of non-professional work, Watson does have something of a reputation as an enjoyer of some finer passions. Gambling in the shadier dens are of course avoided, but no shortage of stories circulates in the city's narrows about engaging her in a game of cards and losing. Fine food also seems to be something of a passion of hers; her meetings are always in the finest eateries with the finest liquours, though Watson herself does not otherwise seem so frivolous.

The question of what motivates Miss Watson to join the Guard Force is an open one. Has someone asked her to take on a very unconventional request? Is this something to do with her past with the de la Vegas? Or was it, somehow, a final request from her previous employer that the young woman elected to take on out of loyalty? Whatever the truth is, she keeps it to herself.
