Second, IT IS NOT GENOCIDE. How the fuck can I explain this... if what I plan to do is 'genocide' then so is animal breeding, plant cultivation and a thousand other practices. I AM NOT KILLING THE VAMPIRES. I want to make them better. As in, NO VENOM. NO SUCH THING AS THRALLS. NO BLOOD-THIRST. All improvements.

How about Kinetic Gradient Manipulation? Basically like time control except only in relation to movement. Sure she can't do stuff like reverse time, but she'll be able to repeatedly rewind a bullet so that it jackhammers into someone's head, skull-fucking them to death.

Well I'm still stuck on what to give Circe. I MIGHT add in one of those, although the weak interaction wouldn't be visibly felt at all, so that might fall under Blessed with Suck.

Yes.
First: One of the main targets is not just any teacher, but the teacher for combat magic. Her adoptive parents are a part-succubus who can create anything and a Slayer who has killed far worse. Meanwhile, another main target is a water mage shown to be fully capable of defeating large numbers of nonmagical combatants with no danger to herself. (Unless Darnos explodes one of them close enough for shrapnel to be an issue, which leads me to...)
Second: They wouldn't be alone. Start attacking students, and you'll be mobbed faster than you can say "Hufflepuff is pathetic!" Any one of those could likely take on the whole gang, and in a mob...and then there's the teachers, 90% of who could perform a "One-Teacher Curbstomp". But all of this pales in comparison to...
Third: The Headmistress, who would NOT approve of a plot to murder at least one teacher and at least one student. Probably more of both.
Not to bring up the topic of genocide, but this assumes the Alcris sisters won't intervene. Considering that they seem to generally control forces....yeah.

Also, assuming the other guys, which include the guy who is essentially a reality warper, a telepath, a card-slinger, etc, etc.
