I make a motion that the world (heretofore referred to as Gaea, until a proper name be defined) be populated with races of our choice, as defined by an application defining their name, characteristics, culture, and other important aspects. I add that they must be scanned by at least three other members of the committee, and for the purposes of voting this motion shall be referred to as ElfCollaborator's motion to populate Gaea.
