Anyway, I was considering limiting him further.

Possibly unable to force people to do things against-screw it.

He'll use another Geass instead. Now to find one that doesn't get screwed in development that still fits him.

Technical pacifist and that was an example I placed there. He could tell a pacifist to commit genocide with his Geass and the pacifist would be forced to do it.

It'd be permanently on, explaining his mask and why he has to wear it. And I'd say the Will save (if any) would be very hard, considering it's described as 'the absolute ability to make anyone do what he commands'.

However:
It's permanently on
He can only do it on any one person once, unless his Geass is erased from their system (so his ability would auto fail on them)
He can't control it at all without the mask
Can't use it on less intelligent beings (Pokemon, Shadows, Orks, etc.)
