I vote UR's plan, but...

A. Send the cultists into Atataki as infiltrators.
B. Use the unfit as sacrifices. They are not needed, and if need be, you can create an army of spectres from them.
C. No child eating. I agree with Flying Dice.
D. Just enslave the surrounding villages. More slaves and sacrifices, the better.
