But yeah, I actually would advise AGAINST a charmless, sterlie city.

Why? Because it makes it all the more depressing when the Youma fuck it up. And all the more satisfying when we as the players fight to save it and protect it. I mean, if it's just an oppressive, boring place, that's typical and though we'll have to protect it, bar our little territories and social circles, it's not much worth saving.

But if it's a nice place, a place worth saving, a place you would want to live in and protect, a Youma attack on it would be all the more distressing, no?

And when it gets to the grimdark parts, it would contrast far better and make the stakes higher when the inevitable BIG Youma comes along to mess it all up.

I'm not a huge fan of the direct KS reference, in part because making a whole city handicapable is NOT a minor matter.

I'd also suggest the teahouse as an alternate neutral ground for people who don't really care for the stuff and want a change of atmosphere, because the rivalry between Tochiya and Kobayashi is pretty tense at the coffee shop.
