Seriously though, why didn't Shina point out how Ludmilla was stepping out of the bounds of her authority with the contract stuff?

Why would Shina WANT to work for Ludmilla? Ludmilla was both an arrogant shit and racist. That way, if Ludmilla let her go, then she could get a better deal from someone who wasn't stupid.
