Well, Oliver has the excuse of being an experienced hero (he's the guy who saved Sera and brought her to Toshiba, if you read both of their backstories closely) and is a regular worker with the Union anyway (a private, unaffiliated detective is always nice to have).

Sera just wonders how most of these people passed the Union entrance tests.
