The best drowning chambers deploy water from above the targets, rather than from the side. This is because water moves much, much faster from above.

However since you have freezing seasons, you should build one which deploys water from the sides, from compartments which have never seen sunlight (underground) and will keep water liquid, this water will instafreeze killing all nicely.
Waitaminute.
If it's seen sunlight, it will instafreeze in winter? Even if I've build a roof over it?
Well, fudruckers, I had a half-finished above ground gazebo/trade depot/drowning chamber in the works.

AFAIK If a square has ever seen sunlight it will freeze, same time as ever other surface thing. You can keep it liquid with moving magma, but that can be more effort than it's worth.

Then you've been (un?)lucky. try mother evil biomes. Undead won't necessarily spawn in evil biomes, and they won't necessarily ressurect.

Patience, patience. Waiting half a day isn't that long for a reply. If you have phobieus, you may want to ask in the thread for phobieus, or you can look at tiles i nthe embark screen and work it out from there with out too much effort. I don't really know what phobieus is like, so I can't help you spacifically, but you can do it yourself.

Well if it's forbidden it can't even be touched by a dorf :P

You know, that's actually kind of weird... for all their ingenuity, dwarves still haven't found a way to touch forbidden stuff.

If they could it would rather defeat the point of it being forbidden. Besides, if Armok himself says 'Don't touch this' they aren't going to touch it.

Military dwarves loiter within a three-tile radius square around the move order. If the tower is 1 tile wide, then all dwarves will be next to fortifications and can shoot. There is no friendly fire in dwarf fortress, so worry not about that.

Depending on the evil biome, it may resurrect anything dead on that biome. Zombies can spawn on the evil biome and they may wander across into the good biome. Xombies that wander off the evil biome may un-resurrect (according to the magmawiki).  Evil biomes may also have evil weather, which as mentioned bove can have several effects. Evil weather may also huskify living things caught in it , depending on the weather syndrome. Husks (also known as [weather name] husks/thralls/zombies - note this kind of zombie is different from regualr undead) are super strong, retrain clothing, weapons and skills, and will not de-animate. They must be killed by decapitation, bisection, atomsmashing, cave-ins, or obsidianising.

get them to high skill levels and they'll be known by the military name instead of a civilian one. Alternatively, give them a nickname

as for the war dogs.. I don't know if chains/ropes work, never used those much. Or just don't train them to wardogs. It doesn't make them stronger or anything, it just makes them attack everything that is a potential threath (they're ok with some animals). Last option is making sure they don't see them.

I think war dogs are more powerful in combat, just as hunting dogs are quicker. Carnivores like dogs go for any enemy they see, trained or not. Adding the [CARNIVORE] tag to something like a water buffalo makes them destroyers of men elves.

Undead can also resurrect corpses near them, AFAIK, though it may take a while for thier zombie spores to bring back the re-dead.
