A few suggestions--
As tax policy liberalizes and incomes become more equitable, expensive consumer goods should be harder to find, making theft less profitable.
As pollution policy liberalizes, cars could be replaced with electric vehicles... The dealership wouldn't buy any old cars the LCS accumulated, and it becomes much harder to find cars to steal. Also since the roads are less congested since more people are using public transportation, it makes it more difficult to shake people in car chases.
For labor protections, smashing up equipment or raiding union companies should cause a backlash (loss of juice?) since the squad is basically stealing from the workers.
