How about this. Bite the dog and let it spread though the dog, though the dog escapes. Have the man then go on a rampage against his family. If we get lucky, not only do we have a carrier outside the house, but, we have carriers inside too. at least three, since he said wife and kids. If we get a bad roll,  we have the dog which can spread the plagues. Even better, the man gets Baker Acted, bites more than just his wife and family, and we have a food source wen we up the strength/intelligence of the zombie. But, for that last part to work, you would have to wait until you are in a hospital/mental facility/jail.

((When we are done learning this, I think it would be a good idea to make a sharp rock out of the available ones and use it to carve one of the trees into a training dummy.))

Going back to what is being said, it is being created in a secret laboratory, so underground makes sense. The way out will be provided, in a sense. But a populated area will be needed, not necessary. Thats why I say the place in India. It provides place (a large religious building that can also hide a military lab under it easily) and the necessary numbers/hiding place (religious area 's tend to be near high populations and have a descent number of people around it.)

Actualy, I should take some time to correct her statement, If . . . . Ometian, I like that better. If Ometian will allow. We, or at least I. . . . you can call me Zomara, can see your life like a story. The first page being that of your weird dream last night. The way we see it, we chose your name and gender. And profession. Just small details. There has yet to be an end page written and we only know as far as you do, though we can see and guess a few actions and interactions apposed to what you would see, like the bullet that. . . . found a nest in your skull. Walking into the dining areas, it was clear that Powder Miner was terrified. Sitting down alone at a table he began musing to himself quietly. "Beasts underground, thiefs up here... is it safe anywhere?"

Partisan was not too far from Powder Miner when he overheard his statement. "Its safe where we eat." Thinking to himself, 'At least for now.' He had been working himself to death after the beheading, hoping that next time he could land the killing blow and not watch his own partner nearly become someone else he failed to protect. But for now, he was taking a break, being sure not to wear himself out, just in case they got called up again. "Care for a drink?"
