Wow, that's much larger than I've ever given a bookkeeper.  I use 3x3 rooms, not smoothed, with a table and chair (and the table's not really necessary) and my bookkeeper's requirements are met.  Manager the same.

Offsets seem to be the same this time around, but the md5 and timestamp (used to identify which set of offsets to use) change with each version.

Try adding this to your memory.xml (should go in just above the frustrated penguin):

Well, you can build a temporary wall long enough to put a line of doors across a wide space.  Once all the doors are built, take down the temp walls, and the doors stay put.  That said, water probably caused a check for whether the door was valid, and deconstructed it.

I play on an older laptop, it has a "fn" key that is similar to alt (and in fact is between the alt and ctrl keys) that changes some keys on he qwerty keyboard to a numerical keypad.

Burrows.  Make a burrow that is just the inside of the fortification and assign your marksdwarf squad to defend it.

Urist McClothesmaker cancels make cloth sock: needs 10000 plant cloth.

That seems like a...little much for a sock...Now, I figure that's for the HUGE ORDER of socks I placed in my jobs manager.  But is it a bug in the display or the a bug in the actual need for using 10K cloth to make a sock?

All of these are great suggestions...and none of them (except perhaps "bug") are the solution.  The dumps are accessible (they're dumping other stone), the stones are accessible, the stones are not forbidden, and I have plenty of idle dwarves (well, there were times I had like 20 free, and these stones weren't moving).

I'll try redesignating the dump zones.

Things that are owned by someone never get cleaned except by that person.  That's probably your issue.  These stones are not owned

There is an unit setting that says not to coffinize pets, but I'm not sure that answers if you can butcher the corpse.

For some reason, I have some stones on the stairway to the bedrooms marked for dumping, but the dwarves completely ignore them.  Anyone have any clues why that might be?

Things I've thought of:

No path to items.  Invalid because there are dwarves sleeping within sight of the stones.
Forbidden items.  Invalid because, well, they're not forbidden, I checked.
They're outside.  Invalid because they're underground, dark.

I'm sure it's something stupid, but I can't figure it out.

One trick I found due to a suggestion by someone in this thread is to pause and one-step with the . key until there is 1/7 water then build.  Of course, still lots of cancellations.
