Well, with a universal manip, good uncon bonus and decomp, one can do most things that are possible with a manip (except influence living things), but such a character would be stupidily unbalanced and in need of serious nerfing

No, that'd require a roll of probably 20 or something. Getting 5s all the time mainly means I won't be burning half my body away every time I try to singe something and such. Doesn't grant me omnipotence or anything, but it does make me a lot more reliable.

No, it means that every amp roll I ever do, as well as every shapeshifting roll, will always be a 5.

A +4 would just mean you'd win so hard you fail, for 5/6ths of the time. I'd rather get a one then a ten.

Perfect decomp means every roll above 6 becomes a 5.
With a +4, the lowest roll I get is a 5.
I'll always win.

Well yeah, my ultimate aim is to get a +4 in both Will and Exotic, a matter converter amp, a perfect will decomp and a perfect exotic decomp.
