Sirens abruptly go off across the city as automated systems detect the thing that is coming.
A Terror. Maldevious.
A great serpent, sky blue and 150 feet long, with blazing orange eyes that drifts through the air with startling swiftness. It has 8 legs, small for it's size, tucked against its belly.
As the local capes begin to rouse themselves, Maldevious' power begins to take effect. Areokinesis, practically unlimited in scope.
The ar begins whirling around in the city. As the battle goes on, the effects will get steadily worse until the entire city is torn up by the tornadoes the creature will leave in its wake.
The three prisoners see a troop of guards come to a halt in front of their cells. One of them, apparently a leader, steps forward.
Terror's coming and the local defenses are too weak from someone's attack. We need help.

Heck, maybe see if you can start the growth of soul steel, instead of in a graveyard being inside of someone? Make a large undead specially designed to facilitate the growth of such steel?
Maybe animate a desk?
