Does Telejov have radioactive plants?
It has one that isn't making as much fuel due to politics over which ministry should take the most credit for this new exciting innovation that was built in 1968. I know what you're planning, cracking open the nuclear isotope storages. It would most likely result in a nuclear incident on par or even worse then Chernobyl which would most likely end in Eastern Europe and the habitable parts of Russia being uninhabitable wastelands along with a massive distabilization of the globe most likely beginning World War 3, at best.
I wouldn't actually crack them, though.
I'd rig them with explosives set to blow on a deadman trigger that I'm holding and hold the country hostage in exchange for (allies) to be given office.
