Both Time Lords, Daleks, and from what I've heard, anything from TTGL (galaxysized robots?!) could easily win the setting. 40k seems threatening due to it's high tech level and scale compared to most other franchises. Those two have tech that breaks it.

Evolve crude real-time electrical telepathy.
Fine electrical impulses from the sides of the Slicers can be interpreted by other slicers' electrical senses as the transmitter's visual sensations. Our evolved brain allow us to analyze the signal and "see what they see", and combine it with our own vision. Large groups will in time be able to have a single unified vision field. It is NOT a hivemind, just shared vision.

Live in less open environments. Dense forests, caves... Be nocturnal. Be the night. BE THE BAT.

1000 MI from movie Starship Troopers
Vs
1000 Spaceball Troopers.

Any territory you like. Who wins?
Even MI troopers are more competent than those guys.
I feel like "MI troopers" and "competent" shouldn't be in the same sentence
On that note, how many movie MI troopers would it take to kill a single MI trooper from the book?
All of them.
Also, balancing rule:
No main characters for either side. Just mooks.

A game where you play a child with an imaginary friend.  Except you're actually a telekinetic, and the imaginary friend is how your powers manifest.  That's what the doctor said, anyway.  The one who did all the bad things to you.  You don't know what it means.  He's probably lying, just like he's lying about your parents.  Your imaginary friend helped you escape.  Now he protects you from more bad people, who want to take you back.

You control the child via typical first person/adventure game controls.  You don't control the imaginary friend.  Not directly.  You wear an EEG headset, and the imaginary friend acts on the emotional responses you have to your environment.
