The only truth in TES games regarding the lore is that everything is lying about lying and also not at the same time.

Can we buy manikins, ie scarecrows? Of what materials? Can we buy a suit of armor? If so, with weaponry?

She would ready the village.
Melphetras goes to a village and foretells the coming of a man who can control the wind who will lift the village to greatness.
He then visits his prophet and guides him toward said village.
