The princess used a bath based on aqua regia to produce her crystal, however this complex mix is not fully understood. By carefully studying it's effects and those of similar formulas, we should be able to find out what causes the delayed crystal growth and how to speed it up.
The most likely cause for the variation in growth time is the uncontrolled amounts of Tetrahydrate or Trihydrate Chloroauric acid in the bath. If we try using both hydrate levels in isolation, and a controlled mix of both, it is likely to stabilize the growth time. It is likely that one hydrate level is responsible for the the long growth time, and the growth time is dependent on the ratio of Trihydrate to Tetrahydrate in the mix.
Go to the Marine Academy. Show them the unreasonable demands that the Aeronaut Academy wanted for expanding their grounds and training teachers, and ask if they have a better offer. Open a bidding war between the Marine and Aeronaut Academy, whoever makes the better offer gets the privilege of training comms officers. Remind them that comms officers are necessary to the war effort, and we all have to make sacrifices to win the war unless they want their precious campuses to become a battleground like Blackstone.
While we're at it it should be trivial to reduce the cost of the signal flasher itself. Simply remove the complicated clockwork and dual trigger system, have the comms officers control the pulse length manually.
