I'm guessing the CPU cost difference between the stompy legs and the treads is because of the built in EP.
I think mobility still wins out in Battle Arena though, since you need to maximise your map presence while holding all the objectives. (quite like Dota in that respect, really)

I much prefer playing team deathmatch over Battle Arena, and if I had a say in game development decisions, I'd have vetoed the Battle Arena mode straight away. As such I can't agree with any suggestion to do away with team deathmatch altogether.
Also, mouseover tips for each block tells you how much roboranking it gives, so you should be able to know whether your RP investment is worth it. iirc some of the old rules of thumb still apply, so something like 6-8 identical weapons would keep your robot on the same tier as the weapon.
