1. Did they have money? I'm pretty sure they only got the designs and techs, and then talked to us for the materials and infrastructure.Not a pre-agreed diplomatic mission. For all they knew they were spies. (they were, just don't tell them that).
They did destroy a diplomatic shuttle though. We once send a diplomatic mission to the asteriod belt, and those guys went back. After that I believe we send a single volunteer in a spaceship. That one got sniped by multiple asteroids.

THIS is another reason why I disapproved of building a Battleship. You CANNOT take on a military project of this scope without pissing off SOMEBODY. The Moonies are the last people we want as our enemies right now. But it's pretty much too late.
I think we can probably rule out most of the poorer country's, as we would inherit the bad rep of the old ruler for treating his people wrongly and such.Unless we advertise it as a 'fresh start', with living conditions, health, and GDP going on and up.

We also might want to set up some particle arcelerators to create some ultraheavy stable elements. I believe there should be one with 156 protons, and one around 176, though I might get the numbers wrong.
