Weapon: Valor Compact Sidearm
Pitch: Singular Design is an expert in radical weapons. The Valor Compact Sidearm is a striking weapon that's not only easy to conceal, it also has quite the muzzle flash perfect for making a statement.
The men in hats and trenchcoats go down the row of weapons laid out before them. The Valor gets points for being easily concealable, though as far as statements go a handgun doesn't really clear the threshold. The B2 Holocaust is much more appropriate in that regard, and although being largely immobile and difficult to conceal isn't a deal breaker the fact that it would inevitably result in significant collateral damage makes it less suited for the task at hand. A shiny shotgun - now THAT's a statement, though the need to be close to the target means that the inability to conceal it is a significant factor.
The only real winner is the KG-24-2A Vulture, which is able to..."protect" blabbermouth politicians from long range and with a significant display of power. The men in hats and trenchcoats are disappointed how heavy and difficult to move the weapon is, and are annoyed it's without a scope, but the Vulture will do it's job adequately.

Weapon: A1 Locust
Pitch: Sometimes it takes some Locusts to get rid of a ravening swarm, and with a high magazine capacity and absurd rate of fire, these will do so exceedingly quickly.
Paupertas is a poor country facing a communist invasion. Most of the soldiers there are former farmers, used to hunting rifles and shotguns. Though Paupertas was originally looking for something more akin to the A1 Locust, the KashKow Kicker has proven remarkably adept at clearing trenches and even the most rudimentary soldier can handle it. The shiny chrome is a problem as it tends to attract more attention than one would want, but that's solved by easy field modifications with paint or tar. While the A1
does boast an impressive rate of fire, the recoil and ammo consumption isn't quite well-suited for the inexperienced soldiers.

Pitch: It doesn't matter how many rounds a gun has or how fast it can fire them, if its jammed. The Valor High Capacity Sidearm-1924 might have fewer rounds then its competition but it can fire multiple magazines without jamming, you also have a spare hand to inspire the common soldier with your Shashka.

Offer: NOPE Smasher M19B
Pitch: This excellent weapon is incapable of jamming, and is quite similar to the weapons already equipping officers. Its light weight will be appreciated by these leaders of men. The short length is ideal for trench fighting.
The NOPE Smasher is quite a nice little revolver, but the limited ammo capacity and rate of fire means that it's not quite as well suited for trench warfare as the other options presented. It seems like a straight upgrade to their old Commie Crushers, however, and some of the officers seem quite intrigued by the weapon but are ultimately outvoted.. The Valor High Capacity is nice, especially with the recent modification to reliability, but again it's not able to kill as many Paupertas war-mongerers in as short a time as they'd like. To this end, the A1 Locust wins the contract - the extreme rate of fire and ability to clear a trench is unrivaled. The jamming that occurs when the magazine is twisted isn't ideal, and the ammo requirements cause some discussion, but since the weapon will be used by officers it's decided they will each have dedicated ammo-carriers follow them around.

The Valor has a weird complicated action. The barrel goes forward and has lots of moving parts. The Smasher is simple. It does the job well.

Pitch: They say the best gun is one you never have to fire. Regardless of the opinions Massgraves Incorporated may hold on that statement in general, there can be no denying that the threat of being showered with wax is an effective deterrent to unruly behavior. And should the worst come to pass and a piece of Locust shatter on a rioter, that part can be replaced.
Weapon: KashKow Kicker
Look at how the chrome and hickory complement one another. Imposing, right? Look at the intimidating size of these Shells. Smoothbore I may add, so it's simple to make custom ammunition for. And look at all these guords you can crush with it without affecting its performance as a firearm.
Bid: Singula Security Council #31
weapon: VL M18 A2
Pitch: a nice simple bolt-action rifle and at 1 meter in length and solid wood stock makes for a decent improvised club for beating rioters.
The A1 Locust doesn't have the style for Singula officers, and though the ability to indiscriminately fire into a crowd is nice it's not really suited for peace-keeping operations.
The VL M18 A2 is a nice, classy rifle. It has that mean air about it that tells a protester, "don't f*ck with me", and while the accuracy is nice it's not a priority. The KashKow Kicker uses bean-bag rounds instead of wax and has an impressive shiney chrome finish. It doesn't hold as many rounds as the M18 A2, however.
It's a close toss-up between the two, but the KashKow Kicker ultimately wins - in terms of non-lethally subduing a protester, there's nothing quite like racking a round in a shotgun.

Without further ado, the Mariti Naval Office accepts the NOPE Repeater - even though NOPE didn't actually list what weapon they were bidding with, they decided to skip the formalities and go ahead with things.
