You did use the word 'immediately', and the rule was put into place before the ratification rule was.
Well, it still lets people add rules. They just don't do anything until they're ratified. Technically, it doesn't say that they don't do anything until then, only that ratification must, in some sense, happen, but at that point we're playing rules lawyer.New Rule: Rules must be Ratified by three players that are not the player that suggested the rule.Invalid, because "players can add rules" is immutable and this would be a negation or modification of said rule.
A player can vote against a rule, canceling out a vote in favor of ratification.
Votes are communicated by +1 and -1 attached to a quote of the suggested rule.

Like I said, I approach deckbuilding differently from card creation. Also, it turns out that weird and unique cards are often very overpowered.Nah, I think my style of card design just isn't suited to a team-based game. I like to design cards with weird, unique, and simple effects, which clashes with my teammates' reasonable desire to have strong cards instead of bizarre ones. If you give me a choice, I'm always going to submit a card I find funny or exciting over one I find powerful. I'm not so discerning when it comes to deck creation, as you can tell from the fact that my Legacy decks included Verdant Growth, but that's only half the battle.
