I have a solution. An extremely fourth wall breaking one. Please tell me if I left any loopholes in or if there is a problem. Yes, this is the system used in most suggestion games, though less vaguely defined.

The Forums: An abstract system used by the voices in entities' heads,
users, to communicate with each other.

The Voting Pool: A system contained within the Forums, used to get the users to an agreement by collecting votes in the form of "
pluses" and "
minuses", represented by "+1" and "-1", respectively, for each command given. Each user can only give one
plus or
minus per command, and is assumed to give a
plus to their own command unless he or she decides otherwise. An user may to abstain from voting on a command, if he or she so decides. The commands are carried out in order starting with the one that gained the highest
popularity, when
popularity=(Amount of
pluses)-(Amount of
minuses). After the first command is carried out, the second one is, unless it conflicts with the first one, in which case it will be rejected. Progression will then carry on in the same way, until all commands are either carried out or rejected. If a command's
popularity is lesser than or equal to 0, it will be rejected. The user "RadtheCad" holds a full veto privilege to reject commands.
