Here's a way. In the raws, add this under [OBJECT:ENTITY] in the entity_default folder.
[ENTITY:HAX]
      [INDIV_CONTROLLABLE]
      [CREATURE:DRAGON]
This is the bare minimum, you may want to do things like add [CANOPENDOORS] or [NO_EAT] to the dragon entry in creature_standard. You can change or add playable creatures by changing the [CREATURE:X] part, I think you need to know the raws name for it though.

Necks don't break because they aren't joints, and only joints can be broken with wrestling. Don't take this as meaning your adventurer is doomed to walk this earth with no choice but a weapon though! Strangling until unconscious and then kicking their head in is a perfectly viable option for unarmed combat.
Could he mod necks to *be* joints?

I had a fight once where, as a modded T-rex adventurer, I got attacked while traveling by a night creature that reminded me of Slenderman. I bit off his knife wielding arm, and then bit him in half.

*specifically, it was a (tall, scaly maybe) black humanoid.

Can werebeasts be modded at all? Specifically, I would like to change the potential varieties to be only werewolves, and maybe change the times when the transformation occurs
