The purpose is to make things not be shit again. And old characters have been causing problems for a while. If we need to get rid of peoples characters then so be it.

The more I think about it, the more I like that idea. A few of the issues with this game stem all the way back to v1, where characters were being created based on the idea that humanity was at war, they were getting involved whether they like it or not, then compound it with v2's philosophy on emphasizing social interaction over combat, the result is that the current characters often do not wish to fight or lack solid motives for involvement in various plots upon moving into the more plot-heavy and certainly darker v3.
However, if these new characters were affiliated with something, such as say SERT, IRIS, etc. or just designed keeping in mind they needed a reason to be involved in the plots, they would certainly have a reason to fight and be quite proactive at it. Plus it would explain where they get their ammunition, more generic paraphernalia and whatnot.
My biggest thing is letting people have a choice and reason to join plots. For example, my little quest had a solid reward and had it not been to introduce the guy would have been completely optional.
So yes, them working for whatever conspiracy would be fine but being forced is no fun. Maybe something like ER would be good.
I wouldn't like to lose my characters personally.
I'm sorry to hear that. Although what we're talking about makes me wonder if having it be a straight new game or just a spin off would be better.
