Yeah, but it seems like that would result in a paradox or reality would bitch slap him somehow. Reality is good at that.

- Her diplo bonus only works on civilians. So it won't work on criminals, won't work on officials, won't work on anyone actually important unless they happen to BE civilians.
- Ian survives as long as she does, actually.
- x1.2. And her other boost roll doesn't stack. And when the shit are we going to use a Strength Roll?
- There is a very good spoileriffic reason why Penelope has so many immunities and I'm not obligated to go tell you what it is right now. I've spoken with San about it.
- Furthermore, everyone's gotten four or so loot drops by the time Penelope joins. I HAVE to make her strong for level 6 or she looks shitty in comparison.

It's still better than Ian's which is a perk and should be more powerful than a level two move.
Yes, one other person who has that as the only thing in the perk whereas Penelope has a 200% resistance as well.
