Its just rock. You can't dig stairs down when you reach the bottom level; I would presume channels are likewise disabled.

Nor is it easier than building a tower. You still need to build the walls on the outside of the tower. It *is* a great way to make a fully engraveable tower though.

Neither of the worlds I generated with this seed were zero rejects.

And then promptly discovered it was my error after all. It seems that reaction_standard does affect world generation. With the original version of the file, the game creates the same world as the original seed.
