If I send a squad out with orders to demand surrender or conquer does that squad stay there or do they come back?

I was following one of my scholars and i noticed that every few seconds he would go from pondering to pickup equipment then back to pondering. Almost all of my 200 quires have TSK next to them and my dwarves have not wrote annoying in a while. Does anybody have a way to fix or explain this?

I have a ton of a quires in my stocks but they are not in the library. I cannot find the stockpile they are in and i do not understand how to fix it. Can anyone help?

For some reason my dwarves are not wearing armor i assigned them in a uniform, there is probably a easy fix but i do not know it. Help!!!!!
