DF Gameplay Questions / Ice Cutting

Hi all,
I am trying to do some ice cutting without any success in 40.09. I do understand that it may not work, but I want to check that I am doing it right.
Step 1: Make a 10x10 room in the first rock layer under the glacier.
Step 2: Mark out a channel on the last ice layer that runs around the entire perimeter of the room below. I am placing the channel above the walls of the room.
Step 3: Make sure the dwarves have a safe exit.
Once I have completed that....nothing happens. The ice does not collapse.
I am doing anything wrong?
