A nice option would be:

'dwarves dont go west of the river'

It would be much better to make the "dwarves stay inside" command actually work.

Just hook your bridges up to levers and open them, or build some doors and shut them.  There aren't too many ways across the river, are there?

That would be pretty pointless, since even when the site is not "Cold" - the ice on the river starts moving in late spring, and in late summer the river is covered with thick ice again.

In case you hadn't noticed, there's (almost?) always a ford in the river - merchants, migrants etc cross it before you've built a bridge. If it's a long way north or south of your entrance it's a good idea to get that bridge up early, to save wasted time wandering around dangerous bits of the map.

For those who haven't played one yet, the river never freezes on a "Scorching" map that isn't desert.
