A hunter will begin sneaking as soon as they wake up, so you can easily have a hunter sneaking out of your dining hall slowly.

I think the best bet would be catwalks.  Position all bedrooms (or dorm chunks) with an empty area above, a slender walkway going along between them, and guards set to patrol the catwalks.  Lots of windows would also allow guards on one catwalk to potentially see across many bedroom areas.  Good thing is that your internal guards don't need training, they only need eyes.
