I can't possibly be the only one who is wondering if they will be able to do it in this coming version after the clothing changes? It's been the bane of my advanced armor modding for... a long time.

Toady said it's fixed in the dev logs:

03/15/2012  Fixed up the problem where they prefer to wear two socks on one foot, rather than spreading things out, if they don't have any shoes on yet. I also tested mods a bit -- I made a hexapod dwarf in the sense of two legs, six feet (three feet per leg), and also made all the body clothing and hand clothing shaped so that it isn't supposed to layer, and the hexapod dwarves sought out the correct number of socks and shoes and didn't layer their body and hand clothing. So that all seems to be working.

Hopefully that will carry over to military uniforms.
