You're going to need a bigger spear.

There's also a dungeon, keep, and temple.

That's a lot of food... won't it rot? Better start making barrels/pots and get it all to a food stockpile.

Build a grid of floor grates above the entire city. Draft a squadron of masons and bomb the crap out of the city with falling constructed walls.

Seal off your fortress and make it impregnable, then use screw pumps to flood every inch of that town in magma. Either that or dig too deep and watch as the circus comes to town. Everything will burn. Everything must burn.

There are some hacks that let you do it, like "embark anywhere".

Knowing Belgium, everyone will vote for themselves out of mistrust for anyone else, and some kind of weird direct democracy coalition will need to be formed from 11 million or so individuals.

I'm interested to test this. Link by any chance?

Also, does it allow embarking into Dwarven Forts (the ones that are entirely inside mountains)

I think you can, but they appear completely empty I think?  One type of site does.  I might be thinking of Dark Towers, unless that was fixed recently.

Only human towns appear in structures.  Everything else is just normal terrain.

Modding forum, "Just Embark" or "Embark Anywhere".

Convert one of the houses into the fortress entrance. Pretend you are a dwarf infiltration team. Kill all humans. Wait for a siege to arrive.
