I've found that humans make the most necros. High-human population worlds have had more necros, in my experience.

The highest population human sites and civs don't have necros, but they have lots of vampires. If there's a limit to the number of secrets I'd say vampires occupy well over their share of it. The necro towers located where there's a balance of human and elvish civs, and they seem to focus their attacks on the elvish side, possibly because most of the human site government is composed of vampires, so have some alignment with them.

Humans and Dwarves are the only ones capable of being necros anyway, besides cave civilizations.

Goblins and Elves are already immortal so they won't have that goal to become one.

If you ask me I find it rather strange that Goblins and Elves don't have ambitions to uncover the secrets of life and death. I suppose Goblins are already content with just killing things and Elves don't want to play with their food?
