I always understood it that miscarriages were also how the game accounted for pregnancies aborted due to the baby cap, in 40d, but either way lowering the baby cap and then pointing to the "extra" babies born afterward doesn't mean that the baby cap is vague in its normal application.

If I set baby_child_cap to 20 children, and 5 grow up, I get 5 births, even if I have 15 married couples.
