Ok, I just installed this so I might be doing something incredibly wrong, but when I place my fortress and it goes to the skill assignment screen + and - don't seem to be working.  I am running it with wine in linux if that makes a difference.

I'm not sure if this is your problem, but the + and - you need to press are the ones on the numpad, not anywhere else.

yes they are on numpad, so just find other letters if you use laptop (eventualy you should have numpad even on a laptop with a function button) for example i use
ő,á,ú and ű for things that were on numpad

I had to reassign a few keys on a notebook with swiss german keyboard, it's easy. If your keymap does not work with the standard key settings, just look at what your keyboards sends and change the functions: <ESC>, 'Key bindings', scroll down to 'Move secondary selector up' etc. and assign it to whatever your numpad sends. If it works you have to change it manually in init/interface.txt
