The "five finger discount" approach might work.

Basically, you set the axe for dumping, and a dwarf should take it from him and dump it in the garbage dump.

Then reclaim the axe, and cut.

This is the 5 finger discount metthod, because you can rob a caravan blind this way, including the merchant's clothes.

If you do this to a merchant caravan, does it register as a hostile action?

No hostile reaction from stealing from a caravan. They do base the next year's goods on how much profit they made this year, so if they leave with less trade value than they came with... Or none...

Also, did you reclaim/unforbid the axe? Look at it with (k), make sure it's not forbidden... (just a thought). If it was still considered his, when he died, it would have become forbidden death item.

Heratic, wasting the fruit of miners and furnaces operators efforts on something as elven as wood! The only thing valueless enough to touch wood in my forts is wood and wood alone! :p

unless you give em a huge profit, I'm thinking they notice they don't leave with as much worth as they entered. It won't be a hostile act, but might stop caravans from growing.
