Conducting meeting

Why is one of my Dwarves conducting a meeting with... another one of my dwarves?  The two of them are two of my original seven.

Maybe they are talking about the Noble drowning room I'm building.

It's probably one of them whining to the mayor about the lack of work for his skills. The working dwarf will recieve a happy thought from this and the mayor an unhappy one(don't worry though, it's not serious). I think the Mayor will sometimes also mandate jobs of the appropriate area to be completed(if a craftsdwarf complains, the Mayor may mandate crafting jobs to be completed)

I saw the same thing: A butcher arrived as an immigrant, I set him to Mining but had no spare pick ... a bit later I saw my mayor start "Conduct Meeting" jobs, then cancelling them to rush off and dig.

The brewer had waited for too long though - he wasn't exactly happy about that - ("has been unable to find someone to complain to about lack of work recently", I think). He's back to ecstatic by now (he found a pick  :)

Yeah, but it's not the mayor.  Oddly enough, the miner used to be mayor, but some military dwarf got the popular vote.
