Cannot create account ("listed as open proxy")

I tried to create an account on the wiki, but after filling out all the details needed, I get the message:
"Your IP address is listed as an open proxy in the DNSBL used by Dwarf Fortress Wiki. You cannot create an account. (my IP)"
I have no idea what this means. I don't think I am behind a proxy, assuming I know what a proxy is O.o

Wiki software disables torr account users access by default, because their IP addresses shift around like mad, making them impossible to block or confront in case they their blood runs blue and they turn trollish.

I have the same issue. I don't use any proxies or TOR, but my ISP distributes dynamical IPs to its clients. So most (if not all) of its addresses can be blacklisted by overaggressive systems (which, as I guess, runs on wiki). As result I can't contribute anything to wiki since that system was added (few months ago?).

And I don't think that massive blacklist-blocking is a suitable measure to fight with "trolls". Trolls are always specific cases after all. This measure is more appropriate to preventing spam/vadalization, though there is widely used AbuseFilter extension, which makes the same work without suppressing regular users (well, at least when it's well configured or mantained  ::)).
