Cannot create account ("listed as open proxy")

We've made some more changes to the DNSBLs we use, please try again if you've been affected and post here or PM me if you are still having issues.

I'm really, really sorry that this has been affecting so many people and I'm trying to resolve this issue without completely overwhelming the wiki with spam signups (without the DNSBLs we use, we approach nearly 1k spam signups / day which is absolutely insane  :().
