On the stone restrictions page - "z" for status then "stone" menu selection

If a particular stone has its name in red, does that mean it is restricted or not restricted?

I want to save all my "steel" stone, but it's not clear from the text whether red text means restricted or not restricted

Red stone is restricted.

You can't mine steel, so it doesn't matter.
